HCS SB 364 -- CONVEYANCES IN HOWELL AND GREENE COUNTIES SPONSOR: Purgason (Franz) COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Corrections and Public Institutions by a vote of 9 to 0. This substitute authorizes the Board of Governors of Southwest Missouri State University to convey property located in Howell County in the City of West Plains. The substitute also authorizes the Board of Governors of Southwest Missouri State University to sell the university president's home on the Springfield campus. The substitute contains an emergency clause. FISCAL NOTE: No impact on state funds in FY 2006, FY 2007, and FY 2008. PROPONENTS: Supporters say that the property is an old church which was donated to the West Plains campus of the Southwest Missouri State University in 1998. The structure does not meet the federal Americans with Disabilities Act requirements and will have to be totally renovated to bring it into compliance. The university has determined that it is more cost efficient to demolish the building, sell the property, and use the profits to build a new building elsewhere. The new president of Southwest Missouri State University would like to live in his own home and feels that the university would be better served by selling the president's home and using the proceeds for educational services.
